Addressing Shortages in the Direct Care Workforce
The goal of the project “An Examination and Evaluation of Recruitment and Retention Practices in California’s Not-for-Profit Long Term Care Industry” was to identify successful strategies and interventions in recruitment and retention practices of the paraprofessional workforce in the long term care continuum. The project has yielded some interesting findings. For example, the survey data has identified a number of facilities that, even in the toughest markets, do not appear to have problems with either worker recruitment or retention. Community support, ethnic cohesiveness and a culture of worker empowerment may be some of the variables that explain their apparent success. From the focus group work, a significant gap was discovered between the perceptions of direct care staff and administrators and supervisors about why staff turnover is so high in some facilities. Supervisors seem more likely to attribute turnover to low wages and benefits or lack of commitment on the part of the workforce, while workers believe that individuals leave the industry because they are not valued or respected by supervisors.
The UCSF Center for Health Professions extended the project to October 31, 2002 to follow-up on those and other findings by conducting additional focus group work and by initiating case studies of facilities that have had some success in recruiting and retaining their direct care staff.
In July and August focus group discussion was conducted with charge nurses and directors of staff development, based on discussions from the C.N.A. focus groups and survey results. There were several facilities identified based on the survey results that prompted us to conduct telephone interviews with the director of nursing. Based on the results of the additional focus groups and telephone survey three case-study sites will be identified.
